Provincial Nominee Program

If you want to immigrate to Canada through the Provincial Nominee Program (PNP), a Canadian province or territory has to nominate you.

The first thing you need to do is apply to the PNP in the province or territory where you want to settle. To qualify, you must have the skills, education and work experience you will need to settle in Canada and support yourself and your family.

The province or territory will assess if you will be able to meet their economic or labour market needs, and those of Canada. They can tell you how long it will take to process your application.

After the province or territory approves your application, your next step is to apply for permanent residence within the time period they set out. The province or territory will let you know whether you must apply through the Express Entry system or through regular application process:

  • Nomination under an Express Entry PNP stream: If you are not already in the Express Entry pool, you will need to complete an Express Entry profile and be accepted into the pool.
  • Nomination under a non-Express Entry PNP stream: Permanent resident applicants who were nominated under a non-Express Entry PNP stream should apply for permanent residence using the regular application process.

Eligibility Criteria For Provincial Nominee Programs

Provincial Nominee Program

Saskatchewan Immigrant Nominee:

  • Applicant must be accepted into CIC’s Express Entry pool
  • They must score a minimum of 60 points out of 100 on the basis of five factors
  • At least one year of work experience in high skilled occupation in the past 10 years
  • Minimum language proficiency of Canadian Language Benchmark (CLB) 7, or higher if required by employers or regulatory bodies
  • Demonstrate sufficient settlement funds if applying without an approved job offer
  • Have a minimum score of 400 on the Comprehensive Ranking System (CRS) in CIC’s Express Entry system

Provincial Nominee Program

Ontario Express Entry – Human Capital Priorities Stream:

  • Applicant should have a minimum of one year of continuous and full-time or an equal amount in continuous part time paid work experience in the past five years (OR) an equal amount in part-time paid work experience Canada in the past three years from the date of the Province or Territory notification of interest
  • Canadian Equivalent Bachelor Degree, Master Degree or PhD
  • Minimum CLB level 7 in IELTS general exam
  • Intention to reside in the Province of Ontario
  • Applicants must score a minimum of 67 out of a possible 100 points under the selection factors to be considered for nomination

Provincial Nominee Program

Nova Scotia Experience Express Entry:

  • Applicant should have a minimum of one year of continuous and full-time or an equal amount in continuous part time paid work experience in the past five years (OR) an equal amount in part-time paid work experience Canada in the past five years from the date of the Province or Territory notification of interest
  • Minimum CLB level 7 in IELTS general exam
  • Demonstrate sufficient settlement funds if applying without an approved job offer
  • Applicants must score a minimum of 67 out of a possible 100 points under the selection factors to be considered for nomination

List of NOC: Nova Scotia Opportunity Occupational list

Provincial Nominee Program

The New Brunswick Provincial Nominee Program:

  • Be between 22 and 55 years old
  • Minimum CLB level 7 in IELTS general exam
  • Demonstrate sufficient settlement funds if applying without an approved job offer
  • Have at least one year of continuous full-time or equivalent paid work experience in the past 10 years in a skilled occupation (National Occupational Classification skill lever 0, A or B)

Provincial Nominee Program

Prince Edward Island Provincial Nominee Program:

  • Qualify for Arranged Employment with a Labour Market Impact Assessment and a full-time, permanent job offer from a Canadian employer; or
  • Have completed a PhD in Canada, or have completed two years of study in Canada towards a PhD, in both cases at a recognized institution; and
  • Pass a minimum threshold of language ability for one of Canada’s two official languages (English/French)

Provincial Nominee Program

Manitoba Provincial Nominee Program:

There are only two ways to apply under Manitoba Nominee program:

  • Skilled Workers in Manitoba- Applications are accepted from qualified temporary foreign workers and international student graduates who are currently working in Manitoba and have been offered a permanent job with their Manitoba employer.
  • Skilled Workers Overseas – Applications are accepted from qualified skilled workers who can demonstrate a strong connection to the province through family or friends, past education or employment, or by invitation of the MPNP, and be assessed sufficient points for five eligibility factors – age, English proficiency, work experience, education and adaptability.
  • Applicant should get 60 points in from the five different factors. If applicant does not have a connection to Manitoba, they are not eligible under this stream.
